第一步：提交相关材料申请人持相关材料向区政务服务中心区行政审批局窗口提出申请，窗口工作人员初审合格后收件，出具受理通知；

（一）全体投资者一致同意期限届满后延长经营期限；企业董事会决议同意期限届满后延长经营期限；符合申请提出之时有关利用外资法律、法规和产业政策。
